1st Quarter Meeting of PDRRMC 2012

This date, the Batangas Provincial Disaster Risk-Reduction and Management Council held its first Quarter Meeting at the Batangas Provincial Auditorium, Capitol, Compound, Batangas City.

Spearheaded by the Batangas Provincial Governor HON Vilma Santos-Recto, she discussed important matters on hazards.


Discussed also are Geo-Hazard Analysis and development of Geo-Hazard Map, Taal Volcano and Earthquake induced hazards and threats, the Hazards in the province of Batangas and the salient features of RA10121 otherwise known as the Disaster Risk-Reduction and Management Act of 2010.

 Present besides SUPT IRENEO P PALICPIC, The Batangas BFP Provincial Director, are Mayors and Engineers of different Cities and Municipalities as well as members of the City and Municipal Disaster Risk-Reduction Council provincewide.
 
SFO1 Mario Neil A Aranda and FO2 Emilio A Batac, both from OPD-Batangas BFP, also attended the Meeting.

FO1 Luces, in behalf of SRINSP VON FERDINAND S NICASIO, City Fire Marshal of Lipa City, is also present.

This February 27, 2012, another meeting was called by the PACD with regards to the functions of the Batangas Bureau of Fire Protection.

Discussed are the different Key Result Areas to be undertaken by the Batangas BFP in relations with the Batangas Peace and Order Council.

RUN FOR A FIRE-FREE NATION 2012

In reference to Memorandum dated February 27, 2012 regarding a "Run For A Fire-Free Nation", the following is the procedure in the processing of registration for the said event:

1.  The City/ Municipal Fire Marshal shall collect the accomplished form together with the corresponding payment from participants within their area of responsibility.

2.  The Chief, FSED/ Operations of  Region 4A shall submit the said registration forms and remit the payments to the official representative of Active Feet who is temporarily stationed at 4th floor, left wing, Fire Safety Enforcement Division Office, BFP National Headquarters, Agham Road, Quezon City.

3.  Active Feet shall return or issue acknowledgement receipts, race bibs and singlet (if applicable) to the respective City/ Municipal Fire Marshals concerned after the participant's data has been encoded in the runners data base.

4.  Registration forms of participants who opted to avail the singlet (upper uniform) must be submitted on or before March 11, 2012.

5.  Deadline of submission of all accomplished registration form without singlet will on March 19, 2012.

6.  Please submit as soon as possible the registration form for an early issuance of Race Bibs.

UFO FY2012 Game Mechanics

Collection of Fire Code Revenues

The authority of the BFP in the assessment and collection of the Fire Code Revenues is clearly granted in Section 13 and Section 13-A of RA 9514, otherwise known as the "Fire Code of the Philippines of 2008', to wit:

     "Section 13.  Collection of Taxes, Fees, and Fines. - All taxes, fees, and fines provided in this code shall be collected by the BFP:  Provided, that 20% of all such collections shall be set aside and retained for use by the city or municipal government concerned, which shall appropriate the same exclusively for the use of the construction and repair of fire station, including the construction and repair of fire station;  Provided, further, that the remaining 80% shall be remitted to the National Treasury under a trust fund assigned for the modernization of the BFP.

     Section 13-A.  Assessment of Fire Code Taxes, Fees, and Fines. - The assessment of fire code taxes, fees, and fines is vested upon the BFP.  The BFP shall subject to the approval of the DILG, prescribed the procedural rules for such purpose."

The Fire Safety Inspection Fee is among the Fire Code Revenues, which the BFP is authorized to collect as a prerequisite to the grants of permits/licenses by the local government.

Section 12.0.02 (A)(6) of IIR of RA 9514states, to wit:

     "6. Fier Safety Inspection Fee.  Fee charged for the conduct of Fire Safety Inspection equivalent to 10% of all fees charged by the Building Official or by the Local Government of by other government agencies concerned in the granting of pertinent permits or licenses."

Based on the foregoing, all concerned government officials within their respective jurisdictions are hereby directed to abide by the Rules and Regulations on the authority of the BFP to assess and collect the necessary Fire Safety Inspection Fees, required to be paid by the applicants prior to the issuance of their Business Permits.

All collections are to be turned over by the City Fire Marshal/ Municipal Fire Marshal to the National Treasury under the trust fund assigned to the BFP.

   

FUN RUN 2012 Fire Prevention Month

In reference to Memorandum from BFP Regional Headquarters 4A dated February 16, 2012, the Active Feet Promotions has slated a fun run on March 24, 2012 at Quezon City Memorial Circle dubbed as a "Run for a Fire Free Nation".

The activity aims to encourage thousand of runners and walkers to participate for a common advocacy through fun filled and exciting run towards a fire free nation.

The activity is a manifestation of support to the Bureau of Fire Protection in bringing the fire safety awareness close to the heart of the public.

Relative thereto, be advised to encourage more participants within your AOR to join the activity and encourage full support to be more involved in the campaign for fire safety.

The participation to the Fun Run for the observance of Fire Prevention Month 2012 is highly recommended.

Moreover, a minimal registration fee amounting to two hundred fifty pesos (Php250.00) per runner will be collected by the event organizer with Cash Prizes plus trophies to be awarded to the first, second and third participants to finish the race.

A registration form is provided to interested runners and walkers in your AOR which may be reproduced.

BFP Recognized the Late FO1 Roy Gutierrez

The Bureau of Fire Protection recognized the death of FO1 Roy Gutierrez, member of CALATAGAN Fire Station, Batangas BFP, who died last April 27, 2011 in a vehicular accident while responding to a fire incident that transpired at Talisay, Batangas.

The BFP has given FO1 Gutierrez the "MEDALYA NG KADAKILAAN" in recognition of his bravery during the incident.

PPOC 2012


The Batangas Provincial Peace and Order Council, spearheaded by Mr. Jun Dihan and the Provincial DILG, conducted meeting this February 15, 2012 regarding Key Result Areas of different agencies.

Attendees were the Batangas Bureau of Fire Protection, Philippine National Police, Batangas Provincial Health Office, Batangas Provincial Prosecutor's Office, and other related agencies.

Topic discussed were Programs, Plans, and Activities for CY 2012.

OPB Budget Preparation Workshop

Reference: Memorandum from BFP Regional Headquarters 4A dated 10 February 2012 regarding OPB Budget Preparation Workshop.

The BFP Regional Headquarters 4A shall conduct the aforementioned on February 15, 2012 at exactly 8 o'clock in the morning.  The Batangas BFP Provincial Director along with all City/ Municipal Fire Marshals and Officers-in-Charge Batangas BFPwide are directed to attend.  The workshop will be held at BFP Regional Headquarters, Camp Vicente Lim, Calamba City, Laguna.

Attendees shall bring their own Laptop computer, extension wire, USB flash drive, 12-digit calculator, ballpen/ pencil  fire station profile (personnel, apparatus/ equipment) indicating the number of establishment in AOR, number of fire incidents transpired from CY 2009-2011, number of fire brigade trained/ organized from CY 2009-2011, number of schools (college/ universities, high schools, elementary, prep/ kinder) within their locality, and number of barangays.

100% attendance is strictly observed.

ORSITE 2012

In reference to Memorandum dated 08 February 2012, the BFP National Headquarters will be conducting the Operational Readiness Site Inspection Team (ORSITE) in the area from February 15 - 18, 2012.

In this connection, all fire stations Batangas BFPwide are directed to prepare all Inventory of Equipment, Administrative and Operation documents, 100% attendance of all BFP personnel (grooming, proper wearing of uniform), Fire Code Fees Collection Report, and reports/ statistics on Fire Prevention, Suppression, Investigation and Rescue/ EMS responses.


Further informed that, leave application are not allowed and previously approved leave covering the above-mentioned dates shall be recalled to ensure 100% attendance of BFP personnel.

UFO Souvenir Magazine 2012

In reference to Memorandum dated February 6, 2012, re: above subject, all fire stations are encouraged to submit list of names of interested establishment or companies who would like to subscribe to the UFO Souvenir Magazine.

Each station is requested to provide the following numbers of insertion orders:

City Fire Stations           = five (5) insertion orders
Municipal Fire Stations  = one (1) to three (3) insertion orders
Officer-in-Charge           = one (1) to three (3) insertion orders

Submit not later that February 15, 2012 utilizing the insertion order form with corresponding amount per page lay-out size as prescribed therein.

Fire Prevention Month Games/ Contests

In line with the Observance of Fire Prevention Month FY 2012, fire stations Batangas BFPwide are directed to conduct Fire Prevention Month Games/ Contest within their Area of Responsibility.

The following contest involves Drawing, Essay-Writing, Photo Contest and Poster-Making.
